SharePoint is a Microsoft product, that can be used to create internet and intranet websites, documents management and so many other purposes. The product is so flexible and highly scalable, and can be used by non-programmer users.

If you just want to create like this page, you don't need to use SharePoint. Without the overhead and complexity of SharePoint due to its flexible nature, you can make use of an HTML template that can be modified to achieve a similar interface

Try to search Google about "HTML templates". You will find many websites that offer those templates for free.Download them and modify them by your favorite web designer. and everything should work as expected.


If you insist to use SharePoint product, Then I think there is a products named "SharePoint Desinger" that come with Microsoft office Enterprise version, Google it for more information.

with respect to me, I hate Microsoft products, if I want to create such interface in a dynamic website, I will make use of a dedicated content management system .. like WordPress. Then by using WordPress I would create widgets and a sidebar in its admin panel by using its visual designer. Also I would make use of various WordPress plugins or ready-to-use Javascript plugins to create somehing like news bar or scorllers

In Any way .. I am not a Microsoft lover or even a designer .. perhaps the others can help you better.
